Req Description PURPOSE OF POSITION:

The Senior Buyer/Planner role is to develop solutions to problems of diverse scope and complexity. Exercises good judgment within generally defined practices and policies to select methods and techniques for obtaining solutions.

Demonstrates the ability to work with suppliers in the procurement of services and products in a timely and cost affective manner. The individual will be working in a team environment that represents the purchasing organization cross functionally in service activities. Plan, schedule and monitors the movement of materials through the development, prototype and production cycle. Evaluate supplier’s reliability; develop new supply sources where suppliers are inadequate. Monitor cost, ensure timely delivery of releases, schedule and assign subcontracts to assure best quality at best value. Obtain materials, components and equipment as required by the production schedule. Determine material requirements from engineering and production schedules analyze material requirements planning (MRP) and maintain inventory at planned levels. This position is promotable into the Supply Chain Manager role.

RESPONSIBILITIES:
• Establish quality-oriented supplier relationships and develop measurable performance standards with Quality Assurance against which supplier(s) will be evaluated. Monitor capability of suppliers to satisfy expectations of on-time delivery, quality, service, and price commitments. (Included to but not limited to the understanding of impact to total cost.)
• Work within documented procurement/planning system that complies with 1E and ISO guidelines.
• Continually assess market conditions, which may affect procurement and recommend procurement, and materials management strategy changes.
• Control incoming freight and handling costs.
• Participate on the Supplier Audit/Qualification Team as required.
• Establish and provide timely analysis of reports and product management tools such as On-time delivery, In-coming quality and Minority Spend and Direct/Indirect Savings.
• Establish strong cross-functional understanding that will ensure good operating policies and procedures, in cost accounting, finance, manufacturing, distribution, spares, engineering, quality and other areas as applicable.
• Support the development and implementation of Strategic and Logistics purchasing projects.
• Support and assist in the maintenance and forward movement of LEAN Manufacturing programs.
• Provide timely responses to MRP recommendations and to all Purchase requisitions and non-manufacturing requisitions. Plan, schedule and monitor the movement of material through the Supply Chain Management cycle.
• Determine material requirements from engineering and production schedules. Maintain inventory at planned levels. Maintain accurate lead times and due dates for purchased inventory and manufacturing orders.
• Follow up purchase orders to ensure shipment as required (expedites and reschedules)  

Education BA  

Interpersonal Skills Ability to work independently and make decisions. Problem solving capability is crucial. Erroneous decisions will have serious impacts on the success of the company operations.  

Work Experience REQUIREMENTS:
•
• Bachelor degree from a four-year college or university in Business, Logistics and Purchasing. Advanced degree preferred.
• Management and/or related subjects or equivalent experience. Minimum of eight (8) years electrical/electronics, electro-mechanical, mechanical purchasing and/or materials planning. Previous management experience a plus.
• SAP modules (prefer 3-5 years), MRP, Inventory Management, Purchasing a must. Production planning a plus.
• Excel, MS Word and Powerpoint a must. Lotus Notes a plus.
• Experience with Six Sigma and LEAN is preferred. Green/Black Belt a plus.
• Familiarity with ISO compliance and experience in 1E nuclear regulated environment preferred.
• Membership in APIC’s and or NAPM would be a plus or certification in these professional areas.
• Basic negotiating skills and some knowledge of contracts.
• Ability to read, analyze and interpret general business documents, technical procedures, drawings and specifications.
• Ability to write reports, business correspondence, and procedures.
• Ability to conduct and lead team meetings using agendas, meeting minutes, PowerPoint presentations, and project plans.
• Ability to effectively present information and respond to questions from groups of managers, suppliers, clients, internal customers and the general public.
• Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, and currency exchange rates.
• Ability to work independently and make decisions. Problem solving capability is crucial. Erroneous decisions will have serious impacts on the success of the company operations.
